Project Financing Closes for Four Pan American Games Facilities

Ontario Infrastructure and Lands Corporation signed a contract with Ontario Sports Solutions, a consortium led by Bouygues Building Canada Inc., Kenaidan Contracting Ltd. and Fengate Capital Management Ltd., to design, build and finance the Pan Am Games Hamilton Soccer Stadium, York University Athletics Stadium, Milton Velodrome and Toronto Tracks. The value of the contract is approximately $206.1 million. The stakeholders of the project and the facilities include the Government of Canada, Province of Ontario, Toronto 2015 (organizing committee) and the facilities' owners, the City of Hamilton, York University, the Town of Milton and the City of Toronto.

The four facilities will be used to host various events during the Pan American Games and the Parapan American Games. It is anticipated that the Hamilton Soccer Stadium will house 22,500 seats with a capacity to expand to 40,000 seats; the York University Athletics Stadium will house 3,000 seats, with a capacity to expand to 12,500 seats; and the Milton Velodrome, a Union Cycliste Internationale certified velodrome, will house 1,500 seats, with a capacity to host 2,500 spectators. The new Toronto track and field facilities will replace existing facilities at Birchmount Park, Centennial Park and the Toronto Track and Field Centre. After the games, all facilities will continue to serve the communities of the City of Hamilton, York University, the Town of Milton and the City of Toronto. The four facilities are expected to be largely complete by September 2014.

Financing for the project is being provided by Bank of Nova Scotia and Sumitomo Mitsui Banking Corporation, who were represented by a team from Norton Rose Canada LLP. The Norton Rose Canada team included John Naccarato, Geoffrey Gilbert, Ahmed Shehata and Cassandra Marcotte.
