The first accommodation public-private partnership by the federal government reached financial close on April 22, 2010, when Green Timbers Limited Partnership (“GTAP”) entered into a Project Agreement with Her Majesty the Queen in Right of Canada in respect of the Royal Canadian Mounted Police E Division Headquarters Project.
The project is a design, build, finance and maintain P3 for a new headquarters facility for the RCMP in British Columbia, to be located in Surrey. The Project Agreement requires GTAP to design, build and partially finance the facility and provide facilities management services for a period of 25 years from service commencement.
The design-build obligations under the project agreement will be performed by a joint venture between Bouygues Building Canada Inc. and Bird Design-Build Construction Inc. Facilities management services will be provided by ETDE Facility Management Canada Ltd.
Approximately $182 million of bonds, underwritten by Scotia Capital, provided the debt financing for the project.
