Lewis’ practice focuses on energy regulatory matters in the electric and oil & gas sectors — including rates, toll design, energy price-setting plans, cost of capital, facilities approvals, transmission and distribution access, and operating issues before the Alberta Utilities Commission, the Alberta Energy Regulator and the National Energy Board. He has appeared at the BCUC, OEB, Manitoba PUB and all levels of the Alberta courts, the Federal Court and Federal Court of Appeal as well as the Supreme Court of Canada in relation to various energy-related matters, and served both as arbitrator and counsel in arbitrations concerning energy industry disputes involving natural gas contracts and electric service franchise agreements. He participated actively in all matters relating to the restructuring of the gas transmission and distribution sectors in Canada and the electric industry in Alberta, and was a member of the legislative drafting committee responsible for the Alberta Electric Utilities Act.
