Ontario Securities Commission's executive leadership team welcomes Bonnie Lysyk and Josée Turcotte

The Ontario Securities Commission (OSC) has announced two significant additions to its executive leadership team.

Bonnie Lysyk has been appointed Executive Vice President (EVP) of Enforcement, effective October 7, while Josée Turcotte will serve as EVP, Chief Operating Officer (COO), and Chief of Staff, starting October 15. Both executives will report to OSC Chief Executive Officer Grant Vingoe and play pivotal roles in advancing the OSC’s new strategic plan.

Lysyk and Turcotte join an established executive team that includes Sonny Randhawa (EVP, Regulatory Operations), Leslie Byberg (EVP, Strategic Regulation), Naizam Kanji (General Counsel, EVP Legal), and CEO Grant Vingoe.

As EVP, Enforcement, Bonnie Lysyk will lead efforts to enforce Ontario's securities laws, tackling capital markets misconduct. A former Auditor General of Ontario, Lysyk brings over 35 years of experience in audit, finance, risk management, and governance across both the public and private sectors. She previously served as the provincial auditor of Saskatchewan and the deputy auditor General and COO in Manitoba.

"Bonnie is well-positioned to take decisive action against those seeking to harm Ontario’s investors," said CEO Grant Vingoe. "Her leadership will strengthen our Enforcement Division’s operations, which are fundamental to our mandate and Strategic Plan."

In her role as EVP, COO, and Chief of Staff, Josée Turcotte will oversee the OSC's business operations, ensuring resources and infrastructure align with the organization's goals. Turcotte brings extensive leadership experience, having most recently served as Executive Director of the Emerging Risk Operations Directorate at the Office of the Superintendent of Financial Institutions (OSFI). She will implement CEO directives, manage corporate performance, and provide strategic counsel on key initiatives.

"Josée’s regulatory expertise and leadership will be critical as we work to make Ontario’s capital markets secure and thriving," said Vingoe.

While Lysyk’s appointment fills the EVP, Enforcement position, Leslie Byberg, who had temporarily overseen the division, will return to her role as EVP, Strategic Regulation. Byberg will continue to lead initiatives focused on sustainable finance, investor experience, and economic growth.
