David Little focuses on construction and infrastructure, procurement, public-private partnerships, development, and service delivery. David has extensive experience with major projects, facilities, service models, transportation and energy. He is recognized by Chambers Canada for Projects: PPP and Infrastructure; Lexpert for Infrastructure; and Best Lawyers for Construction Law. He is a member of the PPP Task force, Public Sector Accounting Board, CPA Institute of Canada (which establishes the public-private accounting standards for the public sector); Past Chair of the Development Issues Committee of the National Association of Industrial and Office Properties; he has been an Adjunct Professor at the UBC Faculty of Law; and an Instructor for the Property Owners and Managers Association. He is ranked by national and international ranking agencies and is a Fellow of the Canadian College of Construction Lawyers (CCCL).
Alberta PowerLine is a partnership between Canadian Utilities (an ATCO company) and Quanta Services. Alberta PowerLine was selected by the Alberta Electric System Operator (the AESO) in December 2014 to design, build, own, operate and finance the Fort McMurray West 500 kV Transmission Project.
