James Kelsall is a partner in McCarthy Tétrault’s Real Property & Planning Group in Toronto. His practice focuses on infrastructure and project development, with an emphasis on structuring, procurement, delivery and implementation of major construction, energy, infrastructure, and development projects, including under the public-private partnership and progressive delivery models. Some of James’ recent experience includes acting for Infrastructure Ontario and Metrolinx in respect of the Province of Ontario’s subway expansion program in the City of Toronto, including on the Scarborough Subway Expansion projects and Young North Subway Expansion projects. He also advises these organizations in respect of the Province’s Transit Oriented Communities Program, which encompassed the structuring, negotiation and implementation of a variety of projects under the “direct deal” framework. James also advises private sector clients on the structuring and delivery of energy projects as well as the development and negotiation of construction project documentation. Along with his legal advisory work, James has guest-lectured on project procurement, structuring and implementation at the Schulich School of Business as well as Osgoode Hall. He was called to the Ontario Bar in 2013.
