Jamie M. Wilks is a partner in the firm’s Toronto office, practising in the tax, customs, and international trade law areas. His taxation practice focuses on commodity taxes, including excise taxes and duties, provincial retail sales taxes (PST), multi-stage value-added taxes (VAT), harmonized sales tax (HST), federal goods and services tax (GST), and the Quebec sales tax (QST). He advises on customs tariff classification, valuation, and tariff treatment (origin) of imported goods, including preferential tariff treatment under trade agreements, to ensure compliance and minimize, recover, or eliminate duties and taxes, including drawback claims for subsequently exported goods. He navigates clients through complex regulatory rules that govern international trade in goods, and relating to Canadian import and export controls and trade sanctions. He represents clients in dispute resolution matters with the Canada Border Services Agency, Canada Revenue Agency, and Canadian Food Inspection Agency, relating to audits and assessments of duties, taxes, interest and penalties, seizures and ascertained forfeiture of imported goods, and regulatory and trade enforcement. He represents taxpayers and registrants in GST/HST appeals to the Tax Court of Canada and Federal Court of Appeal.
