Vincent Routhier is counsel at DS Lawyers Canada. He practises international trade and customs law, particularly trade remedies, cross-border trade facilitation and customs compliance including sanctions/export controls. He assists clients in developing import or export compliance regimes, regularly representing clients before the CITT with several landmark decisions to his credit. He intervenes before the CBSA, advising clients on a range of trade/customs law technical matters, providing strategic counsel as to issues arising from WTO Agreements, bilateral trade agreements, and Canadian trade/customs legislation. He counsels on tariff classification, valuation, origin, marking, penalty determinations (AMPs), export controls, providing technical expertise on Anti-Dumping Duty methodologies (normal values and export price, margin calculations, retroactive assessments), Countervailing Duties, Injury Investigations and Product exclusions, as well as Customs Appeals. He began his practice in Washington, DC, 30 years ago, specializing in US international trade and customs law, is a CUSMA Panel roster member, certified Arbitrator and is admitted before the Barreau du Québec, New York State Bar, the US Court of International Trade, the US CAFC and the US Supreme Court.
