He has extensive experience in the structuring, negotiation and documentation of international and domestic project and structured financings. Douglas advises governments, equity sponsors, funders and subcontractors on a wide variety of civil, transportation and accommodation P3 projects, including roads, hospitals, waste and waste water facilities, schools and universities, mass transit and social housing. He has advised on P3 projects since their inception in Canada, and has since advised on some of the largest transactions in the country. Douglas is a member of the Canadian Council for Public-Private Partnerships, the International Project Finance Association and the American Bar Association. He is a frequent lecturer and writer on project finance and P3 matters.
